Great food, but wear snow clothes!
We went on a rainy Friday night in December and were seated in an upstairs back room that was so cold we couldn't take our coats off and had to order hot cocoa to keep our teeth from chattering. We complained and were moved to another table upstairs, directly above the cooking area, and our waitress said it was the warmest table in the restaurant. It was warmer than the first table we had been seated at, but we also had to endure the frequent smells of food being seared. My feet were cold the entire time we were there. We enjoyed the food, the waitress was charming, and the atmosphere was fine, just freezing! There was one period of five minutes where I was able to take off my coat, but soon had to put it back on. No one ever explained why it was so cold. A couple were seated at the table next to us and only stayed five minutes before deciding they couldn't eat in such a cold place, and got up and left! So it wasn't just us.

Best appetizers in SF Gorgeous Atmosphere
The food is amazing; try the duck sampler, or the gnocchi. the seafood appetizer is also delightful. If you like brussel sprouts, they are some of the best i have ever had. The restaurant is adorable, fun, there is a great wine list, and every appetizer is without a doubt a suare in your mouth. Frascati is lesser known than some of the other big shots in the city but competes on every dimension, and in my opinion exceeds them in many. Overall it is my favorite restaurant.
